It also recommended that the EU “adopts the reduction targets at the 2005 Spring European Council” which are in line with these objectives (Mantzos et al., 2003). Thus, this was seen as a challenge to the Australian government in managing the carbon emissions and ensuring that they are reduced to the lowest possible levels.
