In January 2005, there was the publication of the resolution on the results of the Buenos Aries conference on climate change by the European Union parliament.
In this publication, there was the emphasis on “the necessity of significantly enhanced reduction efforts by all developed countries in the medium term to be able to meet the long-term emission reduction challenge.” This was what the European Union quantified for the industrialized countries of the order of 30% by the year 2020, and by the year 2050 it was to be 60-80%. It also recommended that the EU “adopts the reduction targets at the 2005 Spring European Council” which are in line with these objectives (Mantzos et al., 2003). Thus, this was seen as a challenge to the Australian government in managing the carbon emissions and ensuring that they are reduced to the lowest possible levels.
